SEPTA is looking for a Senior Program Manager of Special Projects. This position will be located in our center city headquarters.

The ideal candidate will have a Bachelor's Degree in Engineering and/or Architecture, Urban, Regional or Transportation Planning, Business or Public Administration, with fifteen (15) years significant, progressive and responsible management experience in the design, construction and/or project management, transportation, service planning or related experience.


The salary range is between 114K - 143K.

BASIC ADMINISTRATIVE RESPONSIBILITIES


1. Participates in the development of policies in the immediate manager's organization, and interprets such policies throughout the department.

2. Develops objectives, policies and procedures for the approval of immediate manager.

3. Interprets and administers programs and procedures in accordance with approved policies.

4. Performs special assignments for immediate manager as requested.

5. Reports performance to immediate manager.

6. Coordinates expense budget spending for the department to maintain performance within budget.

7. Develops a sound organization, staffed with personnel able to perform the functions of the department.

8. Develops a suitable successor and be responsible for training replacements at all levels within the department.

OVERALL RESPONSIBILITY

Direct the design, development and implementation of the Authority's short and intermediate planning and development activities related to the Comprehensive Bus Network Redesign (CBNR). Assumes responsibility for other transportation re-design projects.

The Senior Program Manager is responsible for accomplishing all phases of assigned projects, from conception to completion. This responsibility includes the development of the project definition and the accomplishment of all succeeding activities so as to assure project completion on schedule and within budget. The Comprehensive Bus Network Redesign (CBNR) project and the other assigned projects affiliated with the reconfiguring of routes and services are essential to adapt to population shifts and usage patterns across the Southeastern Pennsylvania service area to ensure the most efficient usage of SEPTA's revenue vehicles.

The Senior Program Manager will come in contact with many people at higher organizational levels, both within SEPTA and outside the Authority. These contacts will include the SEPTA Board and General Manager, Assistant General Managers, and Department Managers within SEPTA, as well as consulting and construction firms, owners and/or representatives, Federal, State, City and local government officials, and community groups. Excellent communication skills are a requisite to fulfill the requirements of this position.


SPECIFIC RESPONSIBILITIES


1. Working with an in-house project team which includes members of the Service Planning, Revenue & Ridership, Operations and Long Range Planning Departments, oversees the development plans to reconfigure SEPTA's bus network including the modification of routes and services and required construction.

2. Coordinates efforts between the Authority and the project consultants overseeing project management.

3. Leads efforts for public outreach to customers and elected officials through all stages of the project to gather input from SEPTA customers.


4. Oversees the in-house project team to ensure adherence to critical deadlines and the project timeline.

5. Provides regular project updates and monthly status reports.

6. Oversees customer service surveys related to CBNR.

7. Directs activities for the comprehensive operations analysis including data collection for evaluation of existing bus service.

8. Coordinates efforts to ensure CBNR service design guidelines, operations policies and revenue policies are consistent with SEPTA's standards and policies.

9. Develops method for regular evaluation and assessment of CBNR including key indicators and milestones to be used to monitor and track performance statistics for the new service routes.

10. Works with Service Planning, Revenue & Ridership, Operations, elected officials and key stakeholders to ensure successful implementation of the bus network redesign.

11. Assumes responsibility for other transportation re-design projects as they arise.

12. Performs all other duties as assigned.


QUALIFICATIONS & EXPERIENCE


Bachelor's Degree in Engineering and/or Architecture, Urban, Regional or Transportation Planning, Business or Public Administration, with fifteen (15) years significant, progressive and responsible management experience in the design, construction and/or project management, transportation, service planning or related experience required.

Registered Professional Engineer (PE) and/or Architect (RA) in the Commonwealth of Pennsylvania preferred.

Master's degree in Engineering, Architecture or Business preferred.

Excellent analytical, verbal and written communication skills required.

Ability to solve complex problems that may have significant implication to other business lines required.

Excellent computer skills required.
