We are currently recruiting for a Director of Engineering Design in our Engineering Maintenance & Design Division. This is a key role based at our Center City headquarters. Salary range: $100,828 - $126,022.

BASIC ADMINISTRATIVE RESPONSIBILITIES

1. Participates in the development of policies in the immediate manager’s organization, and interpret such policies throughout the department.

2. Develops objectives, policies and procedures for their activity for the approval of immediate manager.

3. Interprets and administers programs and procedures in accordance with approved policies.

4. Performs special assignments for immediate manager as requested.

5. Reports performance to immediate manager.

6. Coordinates expense budget spending for the department to maintain performance within budget.

7. Develops a sound organization, staffed with trained personnel able to perform the functions of the department.

8. Develops a suitable successor and be responsible for training replacements at all levels within the department.


OVERALL RESPONSIBILITY

Manages and supervises the design/engineering/maintenance/construction of an assigned
section - Facilities - within the Authority’s Engineering, Maintenance and Construction (EM&C) Division.


SPECIFIC RESPONSIBILITIES

I. Facilities Engineering

1. Responsible for directing the architectural design, and facilities engineering performed
in the division. This includes conceptual, preliminary, and final design, cost estimates and specifications.

2. Manages the review of construction design documents prepared by outside parties (city, state and SEPTA consultants) to ensure accuracy and compatibility with SEPTA standards.

3. Responsible for conducting studies and investigations for SEPTA design requirements; develops and establishes standards and practices in architectural design, maintenance, and construction.

4. Directs the preparation of specifications for new materials and equipment and upgrading existing specifications; provides technical support to solve maintenance and construction problems in field.

5. Responsible for work assignments and supervising the activities of architectural, structural and mechanical engineering, inspection, and technical drafting personnel in the division.
Sets and implements productivity standards and improvement programs.

6. Responsible for coordination of assigned projects within and among disciplines within the division such as electrical, mechanical, and structural engineering.

7. Interviews candidates for open positions in engineering, design, and drafting areas and make recommendation for selection.

8. Responsible for planning design work and maintaining acceptable level of group performance by integrating engineering requirements and planned schedules, alerting the CEO to all major matters important to the success, progress and well-being of the division.

9. Oversees the initiation, design, and management of EM & C construction contracts performed by third party firms.

10. Directs the program management effort within Bridges and Buildings (B & B) to assure that major projects within ISRP and other Capital Programs are designed and executed in a coordinated and timely manner. Provides inter-departmental coordination to assure design, materials, contractors, force account labor and service outages are phased as required for successful project completion. Monitors project performance against design, schedule and budget. Develops and takes corrective action as required.

11. Directs the development of facility maintenance plans, PM/Inspection routines for electrical/ mechanical equipment, and compliance programs for all regulated infrastructure.

12. Manages and provides QA for B & B’s utilization of the Asset Maintenance Management System.

13. Performs other duties as assigned.


QUALIFICATIONS & EXPERIENCE

• Bachelor’s Degree in Engineering and ten (10) years of progressive experience in design, facilities engineering, or construction management that demonstrates that the individual can satisfactorily execute the technical and supervisory/managerial responsibilities of this role.

• Professional Registration (PE) required.

• Must possess strong interpersonal skills and the ability to deal effectively, with a wide range of professional, supervisory, and management personnel at all levels of the organization.

• Strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, construction, project management, and contract administration issues.

• Excellent oral and written communication skills with the ability to organize and present technical information and project presentations to various levels of management.

• Must possess valid driver’s license.
