We are currently seeking a Project Manager for our Project Development Department. This is a key role based in our center city headquarters and part of our Engineering, Maintenance & Construction Division.

The primary focus of this role will be the management and design development of the King of Prussia Connector project along with other transportation improvement projects. If you have BS degree in Engineering or Architecture along with eight or more years of engineering/architectural experience, please apply. Salary range is $87,800 to $109,700.


1. Participates in the development of policies in the immediate manager’s organization, and interpret such policies throughout the department.

2. Develops objectives, policies and procedures for their activity for the approval of immediate manager.

3. Interprets and administers programs and procedures in accordance with approved policies.

4. Performs special assignments for immediate manager as requested.

5. Reports performance to immediate manager.

6. Coordinates expense budget spending for department or activity to maintain performance within budget.

7. Develops a suitable successor and be responsible for training replacements at all levels within the department.


The Project Manager position requires an extensive background in Engineering/Architecture
and construction, as well as knowledge of business practices.

Manages all aspects of various projects, as assigned by the Senior Program Manager, to
ensure that project planning, design, implementation and completion meet the requirements
and needs of SEPTA and the requirements of all the agencies, governments, special interest
groups and the general public to which SEPTA is responsible.

The Project Manager plans, develops, coordinates and directs a large and important project
or a number of smaller projects, and would have the responsibility of managing a multi-
discipline project management team. He may also manage a small research or investigative
project with a complex or novel issue requiring development of new or improved techniques
and procedures.

The Project Manager may report directly to a Senior Program Manager. Must come in contact
with many people at higher organizational levels, both within SEPTA and outside the Authority.
His/Her contacts include Department Managers and General Superintendents within SEPTA,
as well as consultant/contractor firms' Assistant Vice Presidents, and Federal, State, City, and
local government officials. He/She must possess the ability to communicate effectively in an
executive, non-technical environment.


1. Consults with the AGM, EM&C and the Chief Engineer in developing on-going railway improvement programs, by formulating conceptual project plans and specifications so as to best allow for simultaneous multi-discipline improvements and conformance to applicable funding agency requirements.

2. Prepares budgets, schedules, program and force account plans for proposed projects.

3. Prepares Requests for Proposals, manage consultant contracts, and coordinate design concepts and reviews with Operations Departments.

4. Provides liaison with appropriate Federal, State, City and local government agencies and SEPTA to coordinate design requirements with consultant design.

5. May represent the Authority with Special Interest Groups or local committees, and present designs at public meetings.

6. Has responsibility for maintaining, forecasting, and maintaining budgets and manpower requirements.

7. Directs the project management team during the design construction and/or procurement stages of a project. This includes project management, construction management, and coordination with government agencies and SEPTA Operations Departments.

8. Monitors progress, performance of consultants and contractors.

9. Consults with supervision concerning unusual problems and developments on administrative and policy matters.

10. Supervises, coordinates and reviews the work of a small team of engineers/architects,
construction inspectors, estimates manpower needs and schedules and assigns work to meet schedules.

11. The Project Manager applies intensive and diversified knowledge of principles and practices
in broad areas of engineering and construction assignments. He/She must make decisions
independently in resolving engineering problems and construction issues. He/She may act
as an individual researcher on specific issues.

12. Responsible for the development and review of project management training and seminars
within his/her discipline.

13. Performs other duties as assigned/required.


• B.S. Degree in Engineering or Architecture, with EIT or architect intern status and eight (8) years of progressively responsible engineering/architectural experience, or an equivalent combination of engineering and project management, or related experience in construction required.

• PA licensed Professional Engineer or Registered Architect preferred.

• Excellent verbal and written communication skills.

• Excellent computer skills.
