SEPTA is seeking a Program Development Specialist for our Training & Development Department! This position will be based at our Headquarters in Center City, Philadelphia.

The ideal candidate will possess a Masters degree in Adult Education/Instructional Design with five (5) years of related experience in Adult Learning and Organizational Behavior.

The Salary Range for this opening is $68k-85k.

BASIC ADMINISTRATIVE RESPONSIBILITIES:

1. Participates in the development of policies in the immediate manager’s organization, and interpret such policies throughout the department.

2. Develops objectives, policies and procedures for the approval of immediate manager.

3. Interprets and administers programs and procedures in accordance with approved policies.

4. Performs special assignments for immediate manager as requested.

5. Reports performance to immediate manager.

6. Coordinates expense budget spending for the department to maintain performance within budget.

7. Develops a suitable successor and be responsible for training replacement at all levels within department.

OVERALL RESPONSIBILITIES:

Responsible for assessing, designing, developing, facilitating/training and evaluating Authority-wide programs and initiatives relative to management/employee learning and development and organizational change.

SPECIFIC RESPONSIBILITIES:

1. Develops, conducts, and evaluates state-of-the-art management and employee learning and development programs ensuring they are aligned with the Authority’s vision, mission, and goals.

2. Advertises educational programs, reserves classrooms, confirms participants, and registers students using a training/learning management system.

3. Provides current research and emerging training and consulting trends and techniques through association with business, professional and trade organizations and incorporates them into existing practices.

4. Establishes and analyzes appropriate measurement criteria for ensuring the effectiveness of learning and development programs.

5. Incorporates activities to transfer classroom education back to the work setting.

6. Initiates training needs assessments, including computer-based surveys, to determine the scope of current and future needs.

7. Establishes protocol for regular evaluation and revision of existing training programs.

8. Assists in the development and implementation of computer-based training initiatives, simulations, and blended learning.

9. Assists in securing innovative and creative funding for learning and development programs.

10. Partners with outside vendors and internal subject matter experts on the design and implementation of training programs.

11. Writes updated Participant and Leader’s Guides for education.

12. Works with other departments to support training, i.e., IT, graphics, etc.

13. Performs other duties as assigned.


QUALIFICATIONS & EXPERIENCE:


• Bachelor’s Degree in Education or a related field with five (5) years of related experience in adult learning and organizational behavior, including assessing, designing, developing, facilitating/training, and evaluating learning and development programs required.

• Master’s degree in Adult Education/Instructional Design preferred.

• Exceptional facilitation/training skills required.

• Ability to work independently and build relationships with all levels of employees required.

• Demonstrated record of designing and implementing learning and development programs utilizing state-of-the-art training technologies and best practices using a training/learning management system and blended learning required.

• Strong planning, scheduling and administrative skills required.

• Excellent verbal and written communication skills required.

• Excellent analytical and problem solving skills required.

• Proficiency in Microsoft Office Excel, Outlook, PowerPoint and Word required.

• Certified in a variety of nationally-renowned leadership, management, communication, emotional intelligence, conflict resolution, team building or personality assessments preferred.

• Experience designing e-learning programs preferred.

• Proficiency in Articulate 360 and Adobe Captivate preferred.

• Experience working in a transportation environment preferred.
