The Engineering, Maintenance and Construction Division’s Power Department is seeking a Senior Project Engineer for an exciting opportunity to be involved in designing, constructing, and maintaining SEPTA’s railroad and transit electrical infrastructure. The individual should have extensive knowledge of electrical and/or power engineering, construction principles and practices, and experience with railroad and transit systems including traction power, electrical substations, overhead contact systems, 3rd rail, and more.

The Senior Project Engineer will be responsible for managing and designing projects of significant complexity in both size and scope such as the overhead contact system replacement, modernization of substations and other electrical infrastructure, and innovative projects such as wayside energy storage and electric buses. This position is also responsible for providing technical support and direction for engineering activities including the coordination of design reviews and implementation, establishing inspection plans, program/project development, and continuous improvement approaches to ensure efforts are consistent with SEPTA mission values and goals.

Salary range: $68,276 - $85,358


This position is responsible for undertaking engineering/quality assurance assignments that are considered to be of "significant complexity" in size and scope. This position is further responsible to provide technical support and direction for engineering/quality assurance activities including the definition and coordination for design review and implementation, establishing inspection plans, program/project development and consulting, statistical methods, audits, and continuous improvement approaches to ensure activities are consistent with SEPTA mission values and goals.


I. General

a) Consults with managerial level as necessary in project/program definition.

b) Exercises proper judgment in application of advanced engineering and quality assurance principles.

c) Assists in preparation of budgets for proposed projects/programs and work to be contracted to a third party.

d) Demonstrates effective technical writing skills.

e) Provides highly specialized technical expertise in support of project/program activities.

f) Assists manager on request in furtherance of his/her duties.

II. Program Management & Construction Engineering Disciplines

a) Prepares Requests for Proposals, and manages consultant contracts, and coordinates design concepts and review with Operations departments. May represent the Authority with special interest groups and/or local communities, and presents designs at public meetings.

b) Assists Project Manager during the construction and/or procurement stage of a project. This includes project management, construction management, and coordination with governmental agencies and SEPTA's Operating departments.

c) Assists Project Manager in project management tasks and directs Project Engineers/Architects.

d) Responsible for managing projects, determination of resources, and maintaining
budget and schedule.

III. Facilities, Engineering & Construction Disciplines

a) Responsible for Engineering design and analysis in assigned field (Electrical or Power Engineering).

b) Responsibilities shall include conceptual, preliminary, final design, and costing of projects as directed by senior level supervision/management.

c) Implement design plans, specifications, and construction procedures in areas of responsibility.

d) Participate in field investigations relative to adequacy of end product(s) being acceptable.

e) Accumulate sufficient knowledge of current state-of-the-art processes, procedures and availability as they affect ones assignment.

f) Possess the experience to detect appropriate contract/specification compliance in work assignments involving internal and/or third party contractors.

g) Generate, review, and implement compliance processes for regulated infrastructure. Ensure documentation accuracy in order to obtain all required certifications.

h) Perform field equipment inspections, participate in problem resolution with maintenance staff, and generate and track service requests.

i) Generates written memoranda, technical reports, audits, etc. and interfaces with government agencies when appropriate to support compliance requirements.

j) Performs other duties as assigned.

k) Utilizes and maintains the Departmental Engineering Website. Train peers and/or subordinates as required.

l) Oversees Departmental use of various types of engineering software and Computer Assisted Design (CAD) system to ensure consistent quality engineering/architectural documents.


• B. S. Degree in Electrical or Power Engineering with a PE and an emphasis in Electrical or Power Engineering preferred with six (6) years of satisfactory relevant work experience required. OR

• B. S. Degree in Electrical or Power Engineering with an emphasis in Electrical or Power Engineering preferred, and eight (8) years of satisfactory progressive relevant work performance that indicates that the individual can perform the technical and supervisory responsibilities of the position required.

• Excellent oral and written communication skills required.

• Proficiency in the latest Microsoft Office suite required.

• Proficiency in AUTOCAD required. Familiarity with various types of engineering software preferred.

• Knowledge of all state, local and applicable equipment codes for the assigned area required (e.g. NESC, NFPA, IMC, and ICC).

• Valid driver’s license required.
