 Job Description 
SEPTA is looking for a Program & Fare Policy Analyst for their offices in Center City Philadelphia.

This position requires Bachelor’s Degree in Management Information Systems, Engineering, Computer Science, Business, Finance, Transportation Planning, or related field and a minimum of one (1) year of analytical experience, which must include the preparation of statistical and/or financial reports.

The salary range is between 54K and 68K.


Provides technical and administrative support preparing the annual National Transit Database (NTD) report by following Federal Transit Administration (FTA) established standards. Coordinates the collection of ridership information and reviews and edits data to ensure that the data collection process is accurate and internal controls are in place. Ensures ridership sampling methodologies target a representative sample as it relates to unlinked ridership and average trip length by service mode of transportation. Develops, interprets and communicates fare policy through fare notices. Works closely with key project team to ensure fare policy adherence and assist in testing and implementation of new services and products. Analyzes ridership data for completeness and provides a summary of results with comparisons to prior periods. Supports departmental responsibilities when a fare structure change and/or increase is contemplated. Position requires advanced computer, writing and verbal communication skills.


1. Coordinates the collection of field ridership reviews of directly operated Motor Bus, Trolley Bus, and Streetcar Rail modes through the administration of a statistically valid random sample program to meet FTA requirements. Interacts with other departments to ensure all associated work is scheduled and completed as required. Reviews, tests and audits all completed surveys to ensure accuracy and take corrective action when necessary. Responds to internal and external audit inquiries on an as needed basis.

2. Implements and coordinates the collection of RRD ridership data to meet the requirements of an FTA approved alternative sampling plan for use in the annual National Transit Database report. Reviews and audits all report submissions to ensure accuracy.

3. Assists in the development and formulation of fare policy. Develops formal announcements of new or revised fare policy through issuance of a fare notice to all operating personnel involved in fare collection. Assists in the development of fare related information used by operating personnel and customers on an as needed basis.

4. Provides administrative support and backup to the Manager, Tariffs and Revenue Budgets to process weekly/monthly financial reporting. Assists in development of new reporting methodologies for transition from legacy to Key products to provide enhanced and more in depth ridership information

5. Participates in the development of policies/procedures as it relates to fare collection applied to all modes of transportation.

6. Reviews SEPTA Key transaction data to identify fare policy/system related issues for corrective action. Develops data requirements necessary to measure ridership and revenue on a route level as well as Depot, Mode, and Division level. Develops procedures and reports to measure fare instrument usage.

7. Works closely with project staff and consultants to develop data requirements for SEPTA Key, serving to automate manual processes and provide relevant information to update modeling programs.

8. Assists and supervises preparation of revenue and ridership data requested by internal departments or outside agencies such as FTA, PennDOT, Delaware DOT, Amtrak, DVRPC, the City of Philadelphia and Suburban Counties.

9. Responsible for cross training staff and developing suitable training materials for current procedures.

10. Works closely with department staff to backup Census and NTD rail and CARS FTA reporting.

11. Performs other related duties as required.


• Bachelor’s degree in Management Information Systems, Engineering, Computer Science, Business, Finance, Transportation Planning, or related field and a minimum of one (1) year of analytical experience required, which must include the preparation of statistical and/or financial reports.

• An equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.

• Familiarity with the geography of the five-county Southeastern Pennsylvania region preferred.

• Knowledge of SEPTA’s fare policy, fare collection processes and SEPTA Key products preferred.

Excellent verbal and written communication skills and good analytical skills required.

• Computer proficiency with Microsoft Word, Excel and Access required. Experience in Microsoft PowerPoint and Publisher software is preferred.

• Experience with programming in VB, VBA, and SQL preferred.

• Experience in financial reporting, Crystal Reports and Tableau preferred.

• Must possess a valid driver’s license.
