SEPTA is looking for a Manager of Planning Programs, within our Strategic Planning & Analysis Department. This position is in Center City, Philadelphia.

The successful candidate should have a Bachelor’s Degree in Urban, Regional or Transportation Planning, Geography, Business Logistics or related field with a minimum of eight (8) years of progressively responsible experience in planning including plan development, evaluation and analysis.


Salary range is 90K-112K.

OVERALL RESPONSIBILITY

Directs the design, development and implementation of the Authority’s short and intermediate planning programs, including the Comprehensive Bus Network Redesign(CBNR) Program.

This position is responsible for accomplishing all phases of assigned projects, from conception to assisting with implementation. The Comprehensive Bus Network Redesign (CBNR) project and other assigned projects affiliated with the reconfiguring of routes and services are essential to adapt to population shifts and usage patterns across the Southeastern Pennsylvania service area to ensure the most efficient usage of SEPTA’s revenue vehicles.

This position will represent SEPTA as the face of short and intermediate planning programs both with area stakeholders as well as the public, and will be responsible for all internal and external communication for these projects. Excellent communication skills are requisite to fulfill the requirements of this position.


SPECIFIC RESPONSIBILITIES

1. Initiates, manages and coordinates various short and intermediate range planning programs where SEPTA service is involved or anticipated.

2. Works with an in-house project team which includes members of various SEPTA Departments such as Service Planning, Operations, Long Range Planning, Customer Service and Revenue & Ridership to design, develop and implement short and intermediate planning programs, such as the Comprehensive Bus Network Redesign (CBNR) project. Works with team to make necessary modifications to capital program or route modifications. Provides oversight of team to ensure project schedule and budget are maintained.

3. Leads efforts for public outreach to customers, stakeholders and elected officials for short and intermediate planning programs. Assists with inquiries from outside agencies. Assists internal and external staff to conduct customer surveys.

4. Responsible for data analysis and collection for short and intermediate planning programs, including creation of metrics to ensure project success can be measured.


5. Engages consultant teams as necessary, including development of scope, RFP documentation, selection of consultant, and management of consultant team throughout project. Tracks consultant team progress and ensures consultant support to maintain project schedule and budget.

6. Coordinates planning and policy development with Delaware Valley Regional Planning Commission, PennDot, City of Philadelphia and other City agencies, County Planning Commissions and Transportation Management Agencies.

7. Supervises subordinate Planning Analyst staff.

8. Performs other duties as assigned.

QUALIFICATIONS & EXPERIENCE


• Bachelor’s Degree in Urban, Regional or Transportation Planning, Geography, Business Logistics or related field with a minimum of eight (8) years of progressively responsible experience in planning including plan development, evaluation and analysis.

• Master’s Degree in Transportation Planning, City and Regional Planning, Urban Studies, Architecture or other closely related fields preferred.

• Professional experience working on, managing, or implementing a bus network redesign program preferred.

• American Institute of Certified Planners (AICP) Urban Planning Certification is preferred.

• Experience working with and finding agreement between numerous internal and external groups and stakeholders with differing viewpoints, interests, and priorities, and finding mutual consensus preferred.

• Previous experience managing a consultant team on a large (or multi-year) effort preferred.

• Knowledge of transportation planning and program development, including state and federal regulations is preferred.

• Proficiency on personal computers and working knowledge of management information systems use and applications required.

• Excellent interpersonal, verbal and written communication skills required. Position requires interface with different internal departments and external organizations, preparation of technical and policy-level reports and verbal presentations.
