The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region. SEPTA is seeking to hire a Capital Grants Specialist. This position will be located at our Headquarters in Center City, Philadelphia. The ideal candidate will have a Bachelor’s Degree in Business Administration, Public Administration, Regional Planning, Accounting or related field and a minimum three (3) years of relevant experience.
Salary range: $62,192 - $77,740
OVERALL RESPONSIBILITY
Performs analysis related to all aspects of the division/department. Assists in the coordination of capital funding, planning and grant programs with funding agencies, internal SEPTA departments, and other external groups.
SPECIFIC RESPONSIBILITIES
1. Prepares, maintain, executes and monitors federal, state, and local formula and competitive grant applications and awards to support capital operating projects for all divisions of the Authority.
2. Develops and reviews comprehensive financial plans and analyzes programs for the division/department. Performs planning and financial analysis for the division/department.
3. Participates in the development of the Authority’s annual capital budget and 12 year capital program including project research, analysis and presentation.
4. Participates in the development of capital and operating projects and programs for the division/department.
5. Performs budget analysis of various projects and funding programs.
6. Prepares and analyzes reports related to project costs and grant funding as it relates to the division/department and the Authority.
7. Assists the development and implementation of improved methods and procedures related to all aspects of the division/department.
8. Interprets and administers programs and procedures in accordance with approved policies.
9. Performs special assignments as required.
QUALIFICATIONS/DIMENSIONS
• Bachelor’s Degree in Business Administration, Public Administration, Regional Planning, Accounting or related field plus a minimum of three (3) years relevant experience required. Preparation and monitoring of grants, budgets and financial reports preferred.
• In the lieu of the above requirements, post-Baccalaureate education may be considered as an acceptable equivalent for experience; however, the candidate must possess a minimum of two years of relevant experience regardless of education.
• Strong computer skills required. Must have experience using MS software, applications, including Excel, PowerPoint, Word, Experience in Access and other relevant software a plus
• Excellent analytical, verbal and written communication skills required.
